MINUTES OF THE EAST PARK CIVIC ASSOCIATION BOARD MEETING
July 8, 2009: 5:30 PM at Ms. Kandi Wasser's Home
Present: Steve Strachman, Kandi Wasser, Ken London, Nurhan Hamarat
Minutes of the June 25, 2009 general meeting were approved as submitted.
OLD BUSINESS:
Speeders and Stop Signs: No one has responded to the board's request for
letters describing problems with traffic violators in the community, which
is a bit of a surprise given the uproar about this problem at the meeting
from so many attendees. We will nonetheless be visiting the police department
regarding this problem at the end of the month with whatever documentation
we may or may not have received at that time.
Repaving: Mr. Hamarat will contact Ms. Gottlieb to ask her to send a letter to Town of North Hempstead Councilman Thomas K. Dwyer asking him about the possibility of getting our roadways repaved this year.
RR Tracks: Mr. London is working on this.
HOV Sound Barriers: After the June 25, 2009 general meeting, Mr. Hamarat saw Mr. Lipper and learned that Mr. Lipper had emailed several elected officials about the HOV sound barrier. In the interim, Mr. Hamarat also loaned Mr. Lipper the Civic Association's file on this issue so that he won't have to cover the same ground. Mr. Hamarat will contact Mr. Lipper to see if he's gotten any responses to his emails and to see if there's anything the board can do to assist him in his efforts.

| MINUTES OF THE EAST PARK CIVIC ASSOCIATION MEETING
Bryant Library, Roslyn, New York June 25, 2009 Chairman of the Board Steve Strachman called the meeting to order at 7:20 pm. Interim: A short summary covering the recent period of the association's inactivity was given by Ms. Kandi Wasser and Mr. Strachman. During the several years when there didn't seem to be enough interest to hold meetings or to publish newsletters, Ms. Wasser maintained operations, collecting annual dues, paying the monthly LIPA electric bill for the entrance "dusk to dawn" lighting program, paying for the maintenance of the flower beds in the front entrance, keeping the web site up, paying various in sundry bills, pursuing the refurbishing of the "East Park" signs at the entrance, and otherwise keeping the Civic Association alive. Funds: Ms. Wasser gave the treasurer's report. With two thirds of the households paying the annual dues for this year, we currently have $1243.06 in the checking account. The LIPA bill is $32.54/month (approx. $400/yr), and the front entrance maintenance is $15/week (approx. $300-400/yr) which eats up most of our annual proceeds. With the front entrance signs needing to be refurbished, this project will have to wait for now. As will the once hoped for installation of flower beds at the north end of Colony Lane. Speeders and Stop Signs: We continue to have problems with people not stopping at the stop signs, speeding through our streets, and endangering the safety of children and pets. Additionally, we are getting drivers entering the community from the LIE service road on to Colony Lane, which is posted "Do Not Enter". One resident said he was backing out of his driveway when a driver sped in and almost hit him and his daughter. Everyone at the meeting agreed these are on going problems. Some suggested that identified violators be sent letters (we have in the past addressed this issue in our newsletters.) Some thought it might be a good idea to periodically hand out flyers at the stop signs. One person suggested the installation of speed bumps. It was eventually decided that we must now bring the Police Department in to periodically monitor traffic compliance. Mr. Strachman and Nurhan Hamarat will make a visit to the local precinct to discuss the problem with the Sixth Precinct's Community Affairs Department. The board invited residents to submit short notes or letters to the Civic Association regarding their experiences with speeders and/or non-stoppers. They will be brought to the precinct at the time of our visit so that the Community Affairs office can get a good understanding of how this problem is affecting our community. When the board asked for additional members to accompany us to the NCPD, Ms. Phyllis Penner volunteered. Repaving: Efforts to get our streets repaved goes back to 2002. Minutes of a Civic Association meeting dated June 6, 2002 states "We're still working on getting a response from the Town of North Hempstead Highway Department". We have not been as diligent as we might have been in pursuing this with the Town. In response to a more recent call by Ms. Wasser, Jean from Town Councilman Dwyer's office called and left a message saying: "I checked with our Highway Department and you are not on this capital plan which is the 5 year capital plan. So our next step is at the end of the year when we start to do the new capital plan, to make sure that you are brought to their attention I know you guys are only four streets so I will bring you to the councilman's attention and if there's any way we can squeeze you guys in we'll try that." During the meeting the board asked if anyone would be willing to pursue this matter and Ms. Debbie Gottlieb said she would. RR Tracks and Park Area: With many new families moving into the community, there was discussion again of the open area on Parkside Drive by the LIRR tracks. Although this area had apparently been designated by the original developer as a possible public space that could be utilized for a "pool", playground or park for the community, there are many unknowns about ownership rights and domain issues [i.e. Access that must be provided to the general public if it is to be developed]. None the less, of those present, there was overwhelming opposition to any such installation as a potential source for noise, litter, or legal liability. Mr. Ken London mentioned that some sections along our side of the tracks have some dying trees, and other sections need additional trees planted. He said he would be willing to pursue this with the Town of North Hempstead and/or LIRR. HOV Sound Barrier: The New York State Department of Transportation has resumed the once stalled installation of the sound barriers on the north side of the LIE. Many East Park residents expressed concern about the inevitable increase in highway noise levels once the rest of the "barriers" are up. The Civic Association had pursued the problem of highway noise bouncing off those barriers and into East Park several years ago when work on the HOV project was in full swing. We had obtained engineering reports, written letters to our elected officials, filled out petitions to the DOT, and pursed a revision of the DOT's plans as it became apparent that the section already completed was causing a sever noise problem in our community. The DOT's response at the time was that the "noise levels were within guidelines", and they weren't going to yield on the design. However, with the prospect of the rest of the barriers now getting installed, and the noise levels increasing even more, some at the meeting felt the issue should be revisited. Mr. Gil Lipper said he would pursue this matte further. Mr. Hamarat offered to pass on to Mr. Lipper's perusal the documentation we have developed on this issue thus far. Administrative Matters: Mr. Strachman proposed an increase in the association's annual dues from $25 to $35. All in attendance agreed the dues should be raised to $35/year. The board also asked the attendees if there was anyone interested in serving on the Association's board of directors, and Mr. Ken London (a former board member) and Ms. Debbie Gottlieb volunteered. There were no objections to Mr. London and Ms. Gottlieb joining the board. New Business: While discussing the lighting for the entrance, some in attendance thought that solar powered lighting be considered. Although the area in question is in full shade, Mr. Strachman and Mr. Hamarat said they would make a trip to The Home Depot to explore the viability of this idea. On a related note, Mr. Strachman questioned if LIPA or the Town should be paying for the dawn to dusk light at our entrance, as the installation of the traffic light at Parkside has made the entrance to East Park a bona fide traffic intersection (at Roslyn Road).
